Job Description
The Office of Sponsored Programs at The Jackson Laboratory in Bar Harbor, Maine is currently seeking a Manager, Pre-Award reporting directly to the Senior Director of the Office of Sponsored Programs. Primary responsibilities include operational oversight for the pre-award functions of the Office of Sponsored Programs.
Responsibilities include:
Managing pre-award department staff both at JAX Mammalian Genetics and JAX Genomic Medicine
Overseeing the review and submission of all sponsored research proposals for all three campuses
Oversees coordination of the Research Grants Committee
Working directly with scientific staff to develop proposal budgets and address proposal specific questions
Managing the subaward portfolio, negotiating consortium agreements and working closely with Sponsored Projects Accounting to ensure ongoing subrecipient monitoring
Serves as the institution's contracting officer for Federal R&D; contracts
Oversees coordination of sponsor mandated technical reporting
Supports the Senior Director as a secondary institutional official for interactions with federal and non-federal sponsors as well as the alternate Government Point-Of-Contact for the federal System of Award Management (SAM) and
Required Skills
Effective management and supervisory skills - communication, organization, planning, budgeting, setting goals and objectives as would be acquired through progressively increased responsibilities in past positions
Strong interpersonal relation skills to permit effective oversight of the pre-award staff and facilitate smooth coordination of proposal submissions and sponsor required technical reporting
Knowledge of supervisory processes and techniques of leadership
Skills in oral and written communication sufficient to clearly convey and receive information and ideas. Exceptional attention to detail required.
Must possess the ability to work in a deadline driven environment, and must be able to accommodate grant deadline schedules with occasional unanticipated late hours
Independent initiative and good judgment in decision-making
Ability to creatively problem-solve and implement solutions
Demonstrated ability to be a positive team player across diverse internal and external organization
Required Experience
Bachelors'' Degree in business or at least seven (7) years experience in a business/finance environment. Direct experience negotiating research contracts/consortium agreements preferred
NCURA or SRA professional training considered additive to experience
Expert knowledge and professional application of principles and practices in accordance with federal grant regulations (including applicable OMB circulars, NIH Grants Policy and other sponsor-specific terms and conditions)
CRA (Certified Research Administrator) and/or CPRA (Certified Pre-award Research Administrator) certifications preferred
Candidate chosen for this position will be required to have a favorable consumer credit report as part of the conditional pre-employment offer.
